Ho Chi Minh City administrative center and message to convey

Projects to participate in the contest "Master plan of the scale of 1/500 and architectural design of works in the city administrative center" has been displayed at the exhibition house 92 Le Thanh Ton (District 1) ) for comments.

Perspective of a project to participate in the competition

Tuoi Tre would like to introduce the opinion of Dr. To Van Truong:

Ho Chi Minh City People's Committee building is a symbolic project of the City, so all actions proposed for this project are recognized by society as a model of behavior and guidance, guidance for preserving architectural and urban heritage as well as developing TP. Therefore, choosing the proposed solutions of the alternatives must be very cautious, and this choice should be considered as a message that the competent people want to convey.

The new project must solve the difficult problem, not only create a workplace for departments and administrative agencies, but also present the current problems of the City: conservation of diaries production; preserving urban architecture space; symbol preservation; comply with urban planning regulations on height, setback space; propose model actions for urban conservation, planning and development ...

Preserving special architectural and urban heritage

Concerning the land area for the competition, it is the space of Nguyen Hue road and two architectural works which are the headquarters of the City People's Committee and the block No. 159-161 Ly Tu Trong. The proposed plan must preserve these special architectural and urban legacies, as well as its historical authenticity and integrity.

Regardless of a number of proposed schemes to abandon the 159-161 Ly Tu Trong building in violation of the conservation principle, the proposals to remove the roof of this building or relocate the building several tens of meters are considered Because of violation of historical honesty and the integrity of heritage.

At the same time, if we choose these solutions, we have created a dangerous example and a great risk for the few remaining legacies of the city. It will then be cited in this ideal example to explain the actions of smashing or relocating residual urban and architectural heritage.

For the historical urban space, the preservation of urban planning spirit in the French period of Nguyen Hue road and the majestic majesty of the City People's Committee is one of the most difficult things.

The proposed solution needs to solve the very big "grains" today, which is the aluminum shading of the buildings behind the City People's Committee block and the more to avoid creating more heavy shapes around.

Some projects choose how to handle horizontal shapes, create a "screen backdrop" to obscure the jagged buildings behind, highlight and honor the image of the City People's Committee building with clear lines. .

Meanwhile, a number of other projects selected vertical block tactics, then the vertical blocks in the future will confuse the urban space behind the works to be preserved.

Besides, the high rise of new construction works makes the City People's Committee become small and crushed (as a lesson of expensive construction for high-rise buildings that we have stumbled through guest cases. Caravelle Hotel, whose height has "swallowed up" the City Theater next door.

Besides, the construction of the administrative center building in Ho Chi Minh City must also ensure the preservation of the symbolic value of this project, which entails the uniqueness, continuity and longevity of the symbol. .

The proposed solution cannot create another symbol, replacing the old one (because it will violate the uniqueness and continuity, making the City People's Committee no longer a symbol).

Some projects have impressive cubes, however, eclipsing or even submerging, weighing heavily on the heritage building ahead is also a violation of symbol preservation.

Pay attention to green space

The work of the administrative center building is also a product of "one-door, one-stamp" social innovation, so it must ensure the function and meet the working needs of 2,000 people at departments and agencies.

However, the concentration of agencies in one block will lead to congestion in the building that we met in the central administrative building in Binh Duong province (quite a bit of waiting time at doors when going into this building).

Some projects have solved this problem by dividing the function into small blocks behind, and dispersing access to the building.

In addition, the construction of new projects must also solve the problem of green space, showing a new trend in architecture towards green, ecological space, showing close, friendly, towards a commune Assembly for people.
